TRA busy in protecting regime but not protecting customers

As most of you heard that TRA ( Telecommunication Regulation Authority) announce that all the telecommunication companies should provide an open port for the national security to watch, monitor any call, net surf , sms ,,, etc TRA is really busy with this because they want to protect the regime and we have no problem with this, but can we just ask where is the TRA in protecting the customer away from its war with BATELCO ? why we are still receiving junk SMS, to whom should we complain? and what is that clear procedure should protect us and we can follow it to be value customer?
instead of being busy with stupid war with batelco, can the TRA issue a new role for the telecommunication for them to avoid receiving such junk SMS
